Greek and Chinese ways of life Essay

Throughout the course of history, civilizations have been developing all over the globe. Some of these civilizations have shared several goals, experiences, and problems. Two particularly noteworthy civilizations are those of Greece and China. Greece had many city-states within in it. Two major Greek city-states were Sparta and Athens. Despite belonging to Greece, these city-states were unique culturally, politically, and socially. The Han Dynasty in China is another civilization that was unique in terms of its cultural, political, and social development. Greek and Chinese civilizations have several similar and different aspects that have been the reason for their goals, experiences, and problems in life, but they both have also been unique culturally, politically, and socially. Athens, one of the most powerful city-states in Greece, had three major goals defined by its ruler, Pericles. His three major goals were to protect Athens, beautify it, and to make the Democracy stronger. In order for Pericles to strengthen the democracy he needed to increase the number of paid public officials. Pericles believed that the Athenian constitution should be in the power of the people and by establishing a direct Democracy; he was able to enforce this in Athens. One way Pericles attempted to protect Athens was by using the money from the treasury of the Delian League to build Athens the strongest fleet of ships in the Mediterranean. The Delian League was an alliance of ancient Greek city-states, which were dominated by Athens. This was important in protecting Athens since it was surrounded by water. If they could control access to their surrounding waterways then they could decrease their chances of invasion. Athens is located right next to the Mediterranean Sea, which enabled them to develop their strong navy force for military use. This was only one way Pericles strengthened Athens; he also found a way to make Athens gloriously beautiful. Pericles beautified Athens by using money from the Empire to buy gold, ivory, and marble. He did this because those materials were expensive assets and helped make Athens a wealthier and powerful city-state. All these goals that Athens developed over time, helped protect it, beautify it and make it the strongest city-state of all time. Despite Athens’ prosperity, this city-state experienced many obstacles that ultimately stripped it of its dominance within Ancient Greece. Power shifted from Athens to Sparta during the Peloponnesian War. Sparta was focused primarily on militaristic endeavors while Athens celebrated peace, intellectual development, art, and beauty. Sparta had an inarguable advantage since all male citizens spent their lives training to become strong soldiers, and all women were responsible for being strong enough to bear more soldiers. Sparta’s attacks were most effective when fighting on land so Athens did have an advantage since it was surrounded by bodies of water and had the strongest navy in all of Greece. Under Pericles, Athens’ plan was to avoid land battle with the strong Spartan Army, so they waited for the right time to strike from the sea. Years passed and eventually Athens fell to Sparta’s strong military tactics. After Sparta won the war, it was then the strongest city-state in ancient Greece. Athens’ downfall shifting power in favor of Sparta was important because it reshaped the Ancient Greek World. These developments made Sparta the strongest city-state in all of Greece. Athens also had major economic inequalities which shaped their way of life. Athenian farmers often found themselves sold into slavery when they were unable to repay the loans they had borrowed from their neighbors. This forced them to pledge themselves as collateral. Years passed and the Athenian farmers asked their lenders to cancel the debts and to give them land. The lenders were not so keen on this idea, which led to a civil war within Athens between the farmers and the lenders. This civil war within Athens, gave Sparta the right time to strike. Once Sparta attacked, it was all over because Athens was not prepared to strike back. The war within made Athens weaker, giving Sparta the advantage it needed to win the Peloponnesian War. This civil war helped shape Athens’ future by distracting it from external concerns thus giving Sparta the chance to attack and ultimately win the Peloponnesian War. Sparta was a city-state within Greece that also had many goals, experiences and problems. One of Sparta’s main goals was to create an invincible force. They made their army an invincible force by training their warriors from a young age to become the men Sparta needed to fight Sparta’s wars. This allowed for the expansion of Sparta’s military power. One example of their military power was their victory in the Peloponnesian war. Sparta had strong military tactics, which helped them overcome the mighty city-state Athens. Athens was considered most powerful because of its prosperity, wealth, and strong navy fleet, but Sparta won the war due to their military power on land and the civil war which weakened Athens. The war changed the dynamic power between the two city-states, which caused a great deal of unique changes in these two city-states, and thus, all of Ancient Greece. The Han Dynasty within the Chinese civilization was another civilization that had many goals, experiences, and problems. One of the Han Dynasty’s main goals was the unification of China. The Han dynasty was able to unify China by incorporating principles of Confucian thought into social structure, laws, and spiritual beliefs. The incorporation of Confucianism helped to strengthen the economy, reconstruct the royal palace, and also allowed for the rise of aristocratic families. Confucianism brought the idea that people are born with a potential for morality. The Han incorporated this idea into their state policy, believing that rulers must support it. This caused the Han period to see a great reduction in harsh laws and punishments, and a turn to rule by merit doctrine, which is rule under one leader. The Han Dynasty’s unification transformed Chinese civilization in many ways leading to its cultural, political, and social uniqueness. The Han dynasty experienced great military expansion throughout its reign. Its powerful military forces were able to expand the kingdom all the way to Vietnam and Korea. Chinese culture, ways of life, schools of thought, and religion were spread to all of these conquered lands. This was a major accomplishment for the Han dynasty because it changed the world in more ways than anyone could suspect. Most of all, it made the Han Dynasty bigger and stronger, thus more capable of making even more influential changes. This expansion led to increase trade, which brought about the Silk Road, a massive network of trade routes which connected the East to other parts of the world. The Chinese used the Silk Road to trade mostly silk, copper, and iron; however this trade route grew to also support the exchange of many other objects such as spices, weapons, textiles, and more. The improved trading network and military expansion allowed the Chinese civilization to prosper as a nation, and to develop culturally, politically, and socially under no one’s terms but their own. Athens and Sparta were city-states within Greece, but they both had different forms of government. Athens’ government occasionally used tyrannical methods, but mainly followed a democratic model of government. The Spartans did not approve of tyranny so they produced a different form of government in order to avoid it. The Spartans’ form of government was called an Oligarchy. Oligarchic government is made up of four parts: the kingship which is unique in that there are two kings, the Gerousia (the council of elders), the Ephorate, and the assembly. These two forms of government helped these respective city-states within Greece to become some of the strongest nations in the world. Unlike Greece, China was a feudal state. The Han Dynasty was a heavily centralized state, much like that of Sparta. The Hans did not follow Athens’ form of democracy, which made them different from each other. Under the Han rulers, the doctrines of Confucianism were revived and followed. Under Confucian teachings, the ruler and the subject should have mutual respect for each other, the people and the ruler should both exhibit good behavior, and the ruler should be an example for the rest of the people. Everyone was expected to respect the ruler, even if he was a bad leader. Legalism was another governmental ideal that was spread throughout the Han Dynasty. Legalism stated that humans were naturally evil and required discipline and restraint by the government. Throughout the Han dynasty, these two forces influenced the government. Confucian teachings and Legalism shaped the Han dynasty’s goals, experiences, and problems which contributed to make them the nation they have become. Many differences between Athens and the Han Dynasty have caused them to become the nations as we know them today. One of the most influential differences between the two was the type of government they used within their civilizations. Athens had a democracy, whereas the Han Dynasty had a monarchical form of government. The difference between a democracy and a monarchy is that a monarchy is a form of government in which supreme power is given to an individual, who is the head of the state. The individual who heads a monarchy is called a monarch. Monarchies were the most common form of government in the world during ancient and medieval times. On the other hand in a democratic form of government the supreme power is held completely by the people under a free electoral system. These two forms of governments were prevalent in civilizations all over the globe. Many civilizations have prospered from these forms of governments, and most are still being used today. Another major difference between Athens and the Han Dynasty was that Athens was a small region of Greece whereas the Han Dynasty occupied a much bigger area all over China and was actively working to spread its kingdom. The amount of area a civilization conquered or owned helped determine if it was a strong civilization or a weak one. Athens despite being a small civilization in comparison with the Han Dynasty was still quite strong. Athens won its fair share of wars and battles, just like the Han Dynasty. One reason why Athens was a small civilization in compared to the Han Dynasty was because Athens was a city-state that was part of a greater empire, whereas the Han Dynasty was a great empire itself, making it stronger than Athens. Another difference between Athens and the Han Dynasty was that the Athenians were pagans, whereas the Han Chinese believed in Confucianism and Daoism. All these differences between the Han Dynasty and Athens have shaped the goals, experiences and problems for both civilizations in many ways. Within the Han society there were numerous agricultural inventions that helped to boost productivity throughout the dynasty. Among these were pulleys, and ox collars to enable the oxen to pull plows without choking. Another agricultural invention that increased productivity was winding gears which helped with mining. This differed from the Greek model in that the Greeks didn’t really contribute much to increase agricultural productivity. The Greeks believed that no new methods were needed because there were enough slaves to do the work. Productivity was one way in which the Greeks fell short of China’s standards. Without agricultural inventions the Han Dynasty would not have been nearly as prosperous since these inventions helped shape their way of life and boosted their economy. One major similarity between the Greece civilizations and the Chinese civilization was that their social inequalities and weaknesses of the lower classes of society brought them to their decline. In Greece, the soil conditions were not ideal for the growth of grain, but grain was an extremely important part of Greek life. Farmers turned to olives and grapes which were very well adapted to the soil’s conditions, but were high in terms of maintenance. Also, grape vines and olive trees did not produce fruits for at least five years after planting; however, farmers still had to pay money to take care of the land, while getting nothing in return. As a result, the majority of the Greek farmers went into debt. Once in debt, they were very often mistreated by their landlords, who forced them to become laborers or slaves. The Greeks let their slaves do all the work, so there was little need for inventions that could increase productivity. Weakness within Athens and other city-states caused them to fight for each other’s lands incessantly. Constant fighting between the city-states was the greatest weakness Ancient Greece faced. These problems within the Greek world shaped their ways of life in ways comparable and contrastive to the Chinese world. Within China, a weakness of the Han Dynasty was that the empire was debilitating gigantic. Near the center of the empire, government power was strong. However, as one moved outward toward the borders, government authority gradually declined due to lack of central government oversight. As time progressed, the once effective administration from the Han rulers became corrupt. For example, landlords would lie on their land taxes, so they could make a greater profit. Like Greece, the Chinese landlords would often double tax their already poor peasants, which eventually damaged the economy. When court officials tried to strip the corrupt landlords of their lands, they faced enormous resistance and were unable to change anything. Another weakness which contributed to the downfall of the Han Dynasty, like the Greeks, was internal fighting. The Confucian scholar gentry turned against the corrupt officials, while the officials struggled for power with everyone else. As all of this was occurring the lives of peasants continued to worsen. Eventually, the landholding elite held all the power in the country, and the policies of the emperor favored them. Then, Taoist ideals began to spread among the peasantry. Peasants across the country revolted in many instances, such as the Yellow Turban Rebellion, which ultimately led to the fall of the Han Empire. After the fall of the Han dynasty’s central government, power went to three warlords, officially beginning the Period of the Three Kingdoms. In the end, one can see that Greek and Chinese civilizations, though they have their similarities, have each evolved uniquely in terms of culture, political systems, and social norms and structure. Also, within these great civilizations the many differences and similarities within them have shaped their goals, experiences, and problems differently. Whether it is the form of government a nation follows, religious views, or societal beliefs, all of these factors bear influence on the civilization’s direction in the end. Potential side effects include: gas, abdominal pain, bloating, change in the way things taste, loss of hair and feeling cold or having chills. More severe side effects include: hives, itching, chest pain/ pressure, infection, nausea and flu like symptoms.Trazodone: This medication is used to treat a variety of mental health problems. It works by increasing the activity and levels of certain ch emicals in the brain which can improve symptoms of depression and anxiety. Potential side effects include: appetite gain, back pain, aggressive behaviour, blurred vision, blocked nose, chest pain, constipation, dry mouth, dizziness, headaches, itching, joint pain, memory problems, nightmares, tiredness, vomiting and weight loss.Metformin: This type of medication is used to control diabetes. It works by keeping the blood sugar levels under control. Potential side effects may include: nausea, vomiting, stomach pain, loss of appetite and taste changes. Less common side effects include: breathing difficulties, muscle cramps, liver problems and skin problems such as itching or urticaria.Paracetamol: This medication is used to ease mild to moderate pain such as headaches, sprains, toothache or the symptoms of a cold. It can also be used to treat a fever. There are different types such disorders: bulimia nervosa, binge-eating disorder, and anorexia nervosa. When people have anorexia nervosa, they think they are overweight when in truth they are clearly underweight. Weight control and eating food will always be an obsession. People with anorexia are alw ays seen weighing themselves frequently, measuring food carefully, and eating extremely small portions of food. People with this illness always engage in excessive exercising, inducing vomiting, and misuses of laxatives or enemas. People with anorexia nervosa are characterized by extreme thinness, intense fear of weight gain, distorted body image, low self-esteem, irregular menstruations (or lack of them) in young girls, and eating according to an extremely restricted diet. Anorexic individuals recover when treated properly. However, there are some who will always have relapses and some who have a chronic illness, so their health deteriorates overtime (NIMH, 2011). Bulimia nervosa is another example of eating disorder. An ill person regularly eats large quantities of food and is not able to control these episodes. The illness is often accompanied by such behaviors as self-induced vomiting, overeating, excessive use of laxatives, fasting, extreme exercises, or a combination of these behaviors. Bulimic individuals are usually healthy and have normal weight, but they desperately want to lose weight and are extremely unhappy about their body size and shape. They always perform these behaviors secretly, because they are shameful acts accompanied by feelings of disgust. The binge-eating has the following characteristics: sore throat that is inflamed, salivary glands that are swollen in the jaw area and neck, sensitive teeth that are decaying due to exposure to stomach acid, gastrointestinal problems, severe dehydration due to purging fluids, and electrolyte imbalance that may lead to a heart attack. The binge eating always occurs from several times a day to many times a week (NIMH, 2011). The final example of an eating disorder is the binge-eating disorder. An ill person is not able to control his or her eating habits. A person with the binge-eating disorder is often overweight or obese. Such a person is at a higher risk of developing cardiovascular problems and hig h blood pressure problems. This may result to a heart attack. These people always feel guilt, shame, and stress about their habits, which results in more binge-eating (NIMH, 2011). He seems to be being made to suffer for the amusement of some supernatural force. Climbing to the roof of his home (albeit for another purpose), he is getting closer to heaven and the gods which control his fate. He is also taking the opportunity to survey his situation and his place in the world from on high. The camera angle is below Larry in this shot. His back is to the camera and he looks awkward and ungainly; indeed, his shirt is tucked in and he is wearing nice shoes, not the kind of outfit one wears to climb on the roof. The sky is a bright, clear blue, but much else in the shot is sterile. The only other object, besides the shingles on the roof, i s the antenna, to Larry's left. Larry is in the centre of the frame and all the lines of the roof lead up to him. He is clearly the heart and soul of this picture. Climbing onto the roof is an important chance for Larry to survey his life. After this frame he looks out on the streets and his neighbours.

On the other hand, functional sloping industries can repeatedly instill commodity products with new life by contributing a dosage of sentiment and, in so doing, can rouse new demand (Kim W.C. et all, 2005.Pp.69-70). In the same way, IKEA instead of giving any additional product or service can just sell their main products for lesser cost thus bringing in more and more customers. Yet another success for IKEA is through creation and this is through its instruction booklets, which is released with every assembly-required item that a consumer buys from the store. Furniture companies can also look across its alternative industries. For furniture, stores new retail outlets in places where there are no such shops will have to be developed. Disproportionate Representation of African American Students in Special Education Essay Abstract In 2011 there is still disproportionate representation of African American Students in special education classes. This can be defined as conflict in the education environment because, government legislation mandates that No child be left behind, yet African American students, males in particular, are disproportionately being just that, left behind. The purpose of this study is to discuss disproportionate representation. What it means and who it affects most will be identified. Contributing factors such as socioeconomic status and race and ethnicity will also be discussed. Possible solutions in the form of equity and early intervention will be discussed as well. Lastly with these factors identified, it is the hope that feasible and probable solutions can be reached or at least recommended. Review of Literature For more than 40 years the topic of Disproportionate representation has been addressed by scholars. The data collected has been qualitative and quantitative. According to Bollmer, Bethel, Garrison-Morgen, and Brauen â€Å"The issue of disproportionate identification and placement of racial/ethnic minorities in special education has been investigated extensively (Bollmer, Bethel, Garrison-Mogren, Brauen, 2007). † They go on to share that the risk ratio, which is used to compare one racial/ethnic groups likelihood of receiving special education and related services to all other students is one of the most useful tools in this research (Bollmer, Bethel, Garrison-Mogren, Brauen, 2007). Sometimes referred to as disproportionality, disproportionate representation covers both over and underrepresentation. Overrepresentation happens when the percentage of students from one group is larger than expected based on their numbers in the general population. Underrepresentation is occurring when a specific group of students are involved at a lower rate than their numbers in the general population. According to Beratan â€Å"The disproportionate representation of minority students in special education is as clear of a racist outcome as one can find. The Individuals with Disabilities Education Improvement Act of 2004 (IDEA) formally recognizes such disproportionate representation as a problem in special education (Beratan, 2008). † He goes on to share the following thoughts and statistics: A) Greater efforts are needed to prevent the intensification of problems connected with mislabeling and high dropout rates among minority children with disabilities. B) More minority children continue to be served in special education than would be expected from the percentage of minority students in the general school population. C) African-American children are identified as having mental retardation and emotional disturbance at rates greater than their White counterparts. D) In the 1998-1999 school year, African-American children represented just 14. 8 percent of the population aged 6 through 21, but comprised 20. 2 percent of all children with disabilities. E) Studies have found that schools with predominately White students and teachers have placed disproportionately high numbers of their minority students into special education (Beratan, 2008). Disproportionate representation not only speaks to the overrepresentation of African-American students labeled as learning disabled, but also to the gross lack of African-American students being labeled gifted. Bonner and Jennings share â€Å"According to the literature, African American males have been disproportionately place in special education classrooms and underrepresented in gifted and talented programs (Fred A. Bonner I. M. , 2007). † Bonner and Jennings go on to say that â€Å"The story of the African American male in gifted and talented programs is one of widespread underrepresentation (Fred A. Bonner I. M. , 2007). † Bonner and Jennings further share that lack of instructor referrals, substandard performance on standardized norm-referenced test scores and student and family choice contributed to the underrepresentation of African American males in gifted programs (Fred A. Bonner I. M. , 2007). The  authors continue to expound on this phenomenon by stating â€Å"Due to the potential for underachievement among African American students in first, second, and third grade, a time in which most identification processes for these programs are implemented, these students often go unidentified (Fred A. Bonner I. M. , 2007). † Artiles and Bal maintain that African American males and Native American students appear to be the most affected groups at the national level (Artiles Bal, 2008). While disproportionate representation has touched all minority groups, African American males in particular have continually been identified as the most over represented population in Special education. Several factors are said to contribute to the disproportionate representation of minority students in Special Education. Yolanda Anyon shares: Barton and Tomlinson (1981) argue that the identification of students with learning disabilities and subsequent placement in special education is a form of social control to minimize problem behaviors in mainstream classrooms. Other researchers have documented that teachers and principals refer children for special needs assessment who are causing the biggest problems in the classroom be it passivity, failure to learn material or aggressiveness (Anyon, 2009). She further goes on to share â€Å"in this way, special education primarily serves social control functions in schools as it legitimizes the removal of â€Å"deviant† students from regular classrooms (Anyon, 2009). † Socioeconomic status is said to increase the likelihood that student will be placed in special education. It is also said that race and ethnicity of students can be a large variable that causes excessive amounts of students of color to be referred and placed in special education. Skiba and fellow scholars share: Among the most longstanding and intransigent issues in the field, the disproportionate representation of minority students in special education programs has its roots in a long history of educational segregation and discrimination. Although national estimates of disproportionality have been consistent over time, state and local estimates may show varying patterns of disproportionality. A number of factors may contribute to disproportionality, including test bias, poverty, special education processes, inequity in general education, issues of behavior management, and cultural mismatch/cultural reproduction (Skiba, et al. , 2008). They further go on to say that â€Å"special education was born out of, and owes a debt to the civil rights movement†, alluding to the fact that both the inspiration for and the strategies used by those whose work resulted in the initial national special education legislation came from the civil rights movement (Skiba, et al., 2008). They also maintain that â€Å"concerns about racial inequity were central to litigation that led to the promulgation of the first special education legislation (Individuals With Disabilities Education Act, IDEA) (Skiba, et al. , 2008). The scholars aptly point out the irony of racial disparity rates of special education service remaining one of the key indicators of inequity in our national educational system (Skiba, et al. , 2008). An additional contributing factor that they share is â€Å"A second factor that might contribute to a disproportionate rate of representation in special education among students of color are sociodemographic factors associated with economic disadvantage (Skiba, et al. , 2008). Skiba, et al, give this insight into the role of poverty in disproportionate representation: In order to directly assess the contribution of poverty to the disproportionate representation of African American students in special education, Skiba et al.(2005) studied the relationship of special education enrollment, race, socioeconomic and demographic factors, and test score outcomes in a sample of 295 school districts in a Midwestern state. Across ordinary least squares and logistic regression equations, poverty made a weak, inconsistent, and often counter-intuitive contribution to the prediction of disproportionality across a number of disability categories (Skiba, et al. , 2008). While there are no definitive causes of the issue of disproportionate representation the above named ones come up in study after study which lends ample credence to them as real and possibly surmountable issues. â€Å"It might well be expected that the students whose educational opportunities are limited will be more likely to be referred for special education services (Skiba, et al. , 2008). Another point expressed by Skiba and fellow scholars is: Of the possible links between general education practices and special education disproportionality, however, only the proportion of culturally consonant teachers in the teaching force has been directly investigaed. Serwatka, Derring and Grant (1995) found that as the percentage of African American teachers increased, overrepresentation of African American student in the emotionally distrubed category decreased. Similarly, in a cross-state comparison, Ladner and Hammons (2001) found that the discrepancy of African American and white rates of eligibility for special education rose in direct proportion to the percentage of the teaching force that was White, especially in districts with a White percentage of more than 60% (Skiba, et al., 2008). Just as there are no definitive causes identified, there are not any fool proof solutions laid out for correcting the issue of disproportionate representation. There are varying thoughts about strategies such as the following: If disproportionality in special education is multiply determined, no single intervention strategy can be universally relied on to reduce racial disparity. Rather, complex causality clearly suggests the need for comprehensive and multifaceted assessment and intervention plans. In particular, the possibility that the determinants of disproportionality are locale-specific suggests that remediation plans must be driven by local needs assessment capable of identifying unique local patterns (Skiba, et al. , 2008). Early intervention approaches are said to possibly reduce disparities to the level that economic disadvantage is at work (Skiba, et al. , 2008). â€Å"Early intervention would not be expected to address systemic failures or bias and would hence fail to address disproportionality that is due to institutional inequity (Skiba, et al. , 2008). † Researchers are beginning to look at the problem of disproportionate representation within the arena of equity studies (Artiles Bal, 2008). According to the authors â€Å"researchers, practitioners, and policy makers continue to debate this problem and critical questions remain unanswered (Artiles Bal, 2008). They go on to question the ability to, or lack thereof, explain how the phenomenon of disproportionate representation consistently remains in existence. Artiles and Bal have raised the following questions â€Å"How have researchers approached the study of this problem, and what are some key gaps in this knowledge base? Does the problem exist in the United States only (Artiles Bal, 2008)? † These scholars have chosen to conduct research on â€Å"the problem of disproportionate representation as related to equity concerns in educational systems’ responses to difference (Artiles Bal, 2008). Artiles and Bal share the following about equity in the United States educational system: Educational equity in the United States has aimed historically to enhance access and participation for students considered different. For instance, programs were created to address the educational needs of students who have different ability levels or whose proficiency in English is limited (i. e. , special education and bilingual education, respectively) (Artiles Bal, 2008). They further go on to share that special education in the United States was created as an answer to some of the issues of difference: The creation of special education was a landmark achievement in the attention of students considered different on the basis of ability. Special education legislation entitled these students to free and appropriate public education, individualized educational programs, due process, and education in the least restrictive environment. Interestingly, an increasingly louder debate has emerged in the past 40 years in the United States about the disproportionate representation of ethnic minority and poor students in special education (Artiles Bal, 2008). Laws that require states report placement data as it pertains to socioeconomic and racial lines to stay abreast of the problem of disproportionality have been imposed. States and school districts that find themselves faced with the issue of disproportionate representation are required to take remedial actions to address it (Artiles Bal, 2008). If equity is the solution and special education was designed to level the playing field, why then the issue of disproportionality? This same question is posed by Artiles and Bal, â€Å"But why then is placement in programs that purportedly address equity issues for students with different ability levels considered a problem when it involves other groups of different students, namely, ethnic minorities and poor students (Artiles Bal, 2008). † While that is a very rational and valid line of questioning, it is far too complicated to answer without factoring in the historical issues that plagued African American students long before special education legislation was implemented. Conclusions Disproportionate representation of African Americans in special education is not a new phenomenon. It has been studied and researched for well over 40 years. Whether it is referred to as disproportionality or disproportionate representation, the terminology covers both over and under representation within a group. While most of the research addresses overrepresentation, there is some out there that speaks to the underrepresentation of African Americans in gifted programs, more specifically African American males. There are no concrete reasons for this phenomenon, but several different factors have been considered contributing factors. Socioeconomic status and race and ethnicity are often the most discussed contributing factors. Special education having roots that stem back to civil rights legislation lends a great amount of credence to the belief that those two factors are probably the leading cause of disproportionate representation. The research shared a very specific accusation of how racism plays a very real part in disproportionate representation. Examples to that end were that studies have found that schools with predominately White students and teachers have placed disproportionately high numbers of their minority students into special education and African-American children are identified as having mental retardation and emotional disturbance at rates greater than their White counterparts. In regards to equity Skiba and fellow scholars give this advice to educators in regards to making effective interventions: Thus, educators and policy makers seeking effective interventions to close special education equity gaps must be willing to openly discuss and address issues of race, ethnicity, gender, class, culture, and language. Moreover, processes chosen to address inequity must have at their core a mechanism to ensure that the perspectives of all stakeholders, especially those of historically marginalized groups who have been the recipients of unequal treatment, are represented when interpreting data on racial and ethnic disparities (Skiba, et al. , 2008). As educators we must take heed to the information shared about disproportionality. Though this information is not new, it must continue to be shared as if it was. While this resarch was specifically about African Americans, other minorities are affected by disproportionate representation. I will be more cognizant of how I determine whether or not to suggest a student be tested for special education services. Secret partner: This type of partner contributes capital and takes active part in the management of the firms business. He shares in the profits and losses of firm and his liability is unlimited. Limited partner: The liability of such a partner is limited to the extent of his share in the capital and profits of the firm. He is not entitled to take active part in the management of the firms business. The firm is not dissolved in the event of his death, lunacy or bankruptcy. 5. Partner in profits only: He shares in the profits of the firm but not in the losses. But his liability for the firms debts is unlimited. He is not allowed to take part in the management of the firm. Such a partner is associated for his money and goodwill. 6. Nominal: Such a partner neither contributes capital nor takes part in the management of business. He does not share in the profits or losses of the firm. He only lends his name and reputation for the benefit of the firm. He represents himself or knowingly allows himself to be represented as a partner. He becomes liable to outsiders for the debts of the firm. A nominal partner can be of two types: 7. Minor as a partner: A minor is a person who has not completed 18 years of age. A minor cannot become a partner because he is not qualified to enter into a contract. But he may be admitted to the benefits of partnership with the mutual consent of all the partners. On being so admitted, a minor becomes entitled to a share in the profits of the firm. He can inspect and copy the books of account of the firm but he cannot take active part in the firms management. His liability is limited to the extent of his share in the capital and profits of the firm. He cannot file a suit against the firm or its partners to get his share except when he wants to disassociate himself from the firm. After becoming a major, the minor must give a public notice within six months if e wants to break off his connections with the partnership firm. If he does not give such a notice within six months or if he decides to remain in the firm, he becomes liable to an unlimited extent for the debts of the firm from the date he was admitted to the benefits of partnership. He also becomes entitled to take active part in the management of the firms business. 8. Sub partner: He is a third person with whom a partner agrees to share his profits desired from the firm. He does not take part in the management of the firm. He is not liable for the firms debts.
